Rufus Phillips is a former CIA operative and USAID official who worked on South Vietnam's "Strategic Hamlet" program during the Vietnam War. He is the author of "Why Vietnam Matters," a 2009 memoir about his Vietnam experiences. Mr. Phillips appeared in the 2017 film "The Vietnam War," by Ken Burns and Lynn Novick.
